Is there a way to make any new text entered into an existing document red font colour without using Track Changes?

You could use a Style with a red font, or colour the new content as you go, etc., etc.

The paragraphs already have unique paragraph styles. I was thinking of a character style that could be on automatically anywhere that new text is typed without having to turn it on each time.

Even character Styles would have to be applied; there isn't a setting you can use to apply them automatically - that kind of functionality requires 'Track Changes'.
